Are most of the piers the same with the two rod limit per person?

Most of my experience is from my boat but I keep hearing a lot of folks talking about pier fishing and I haven't done that in over a decade.

Yes, at least all of the piers in Myrtle Beach and Garden City.

Yeah it's almost always two rods. It gets so busy out there you couldn't allow more.
